Who can participate in the competition?

Participants in the competition may include:

  • foreign individuals who are at least 18 years old as of the application deadline.

For individuals, only the “Creation and Distribution of Socially Significant Content” track is available.

  • foreign non-profit organizations that meet the requirements of the Competition Regulations.

Non-profit organizations may submit projects under all three competition tracks.

Which organizations are not eligible to participate in the competition?

In particular, applicants may not be political parties or religious organizations (associations).

Legal entities undergoing liquidation or forms of reorganization that result in the termination of their activities are also not eligible, as are organizations subject to bankruptcy proceedings or a similar procedure under the legislation of their country of establishment.

Persons for whom the provision or receipt of a grant is not permitted under applicable law or the competition terms are also not eligible to participate.

Can a state organization participate in the competition?

The state itself, its bodies, and other public-law entities may not act as founders of a non-profit organization that is an applicant.

However, the presence among the applicant’s founders of a legal entity that, in turn, was established by a state body or another public entity does not in itself preclude participation in the competition.

Can a Russian citizen or a Russian non-profit organization apply for the competition?

No. The competition is intended for foreign individuals and foreign non-profit organizations.

At the same time, Russian citizens, organizations, specialists, and communities may participate in project implementation as partners, experts, authors, event participants, and in other roles.

Russian non-profit organizations may also participate in the competition of the Presidential Grants Fund (президентскиегранты.рф) and the Presidential Fund for Nature (президентскийфондприроды.рф).

What initiatives can receive support?

The competition is held in three tracks:

Creation and Distribution of Socially Significant Content – projects to create popular science, cultural, family-oriented, professional, and other materials that help the societies of Russia and the applicant’s country get to know each other.

Wildlife Conservation – joint environmental and scientific projects aimed at studying and preserving biodiversity, developing conservation science, training specialists, environmental education, and responsible engagement with the countries’ natural heritage.

Support for Parent, Family, and Patient Communities – projects that create opportunities for mutual assistance, experience sharing, and social adaptation, as well as professional cooperation between Russian and foreign specialists for the benefit of such communities.

What documents are required to participate in the competition?

For foreign non-profit organizations?

The application must include electronic copies of:

  • the organization’s valid founding document;
  • a document issued by a competent authority or official registry information confirming the organization’s registration, legal status, and current status;
  • a document confirming the authority of the person submitting the application, if such authority does not follow from other submitted documents;
  • a document or official registry information that makes it possible to establish the founders (members), if this information is not contained in other submitted documents.

For individuals?

An electronic copy of a valid document that both certifies identity and confirms citizenship of a foreign state must be attached.

If the document is not in Russian, a Russian translation must be attached.

How is the application process organized?

How do I register on the website to submit an application?

Applications for the competition are accepted on pgrants.ru, but the personal account used to log in is shared across all projects and is located on the “Sozidateli” portal (sozidateli.ru). You can register in the standard way by providing your basic information and confirming your phone number, or use registration via VK ID (“VKontakte”). After creating a personal account on the “Sozidateli” portal, you can log in to the official competition website and start completing your application.

In what language is the application completed?

The application is submitted in Russian.

Do documents need to be translated into Russian?

Yes.

If a document is not in Russian, it must be submitted together with a Russian translation.

How many applications can be submitted?

One applicant may submit no more than three applications to the competition.

However, as a result of the competition, only one project per applicant may receive a grant.

What happens if several of my applications are eligible to win at the same time?

The Fund will give you the opportunity to choose one project.

If the applicant does not communicate their choice within the period established by the Fund, the project whose application received the highest rating will be included in the draft list of winners.

Can a project be implemented simultaneously in several countries?

Yes, if such geographic scope is justified by the content of the project.

The application must specify the implementation geography and explain how the selected scale is connected with the project’s goals, activities, and expected results.

What can be the duration of project implementation?

The implementation period for the part of the project for which a grant is requested may be up to 13 months.

The project must start no earlier than December 1, 2026, and end no later than December 31, 2027.

What grant amount can be requested?

Under the “Creation and Distribution of Socially Significant Content” track:

  • up to RUB 5 million for a non-profit organization;
  • up to RUB 3 million for an individual.

Under the “Wildlife Conservation” track – up to RUB 5 million.

Under the “Support for Parent, Family, and Patient Communities” track – up to RUB 5 million.

Is it mandatory to hold project activities in Russia?

No. The Competition Regulations do not require project activities to take place in the Russian Federation.

The geography must correspond to the content of the project. At the same time, the applicant confirms that the planned activities comply with the laws of all states in whose territories they will be carried out.

The project must also provide for substantive interaction with organizations, specialists, professional or public communities and/or individuals from the Russian Federation. The most reliable way to confirm such interaction is to obtain a letter from a partner.

The application must explain what this interaction consists of, what benefit its participants receive, and how it is connected with the project’s goal, objectives, and activities.

Who evaluates the applications?

Each application admitted for expert review is initially reviewed by at least two experts.

After that, the applications are reviewed by the expert council, which determines their ranking and makes recommendations to the Fund’s Board.

The final list of winners is approved by the Fund’s Board.

According to what criteria is the project evaluated?

The following are evaluated:

  • the relevance and significance of the project, and the justification for selecting the target group, natural site, or audience;
  • the logic and feasibility of the project;
  • the quality of the substantive planning;
  • the measurability and achievability of the results and their correlation with costs;
  • the realism of the budget;
  • the justification of the project’s scale;
  • the applicant’s own contribution and additional resources;
  • the applicant’s experience and the team’s competencies;
  • the substance and mutual benefit of interaction with Russian participants.
How will I find out if I have won?

By December 1, 2026, the Fund will post a notification in the winner’s personal account on the official competition website and send it to the email address specified in the application.

Therefore, it is important to provide a valid email address and regularly check your personal account.

If the project wins

Does the winner need to travel to Russia?

For an individual winner, personal arrival in the Russian Federation to conclude the agreement is the general rule.

The Fund determines the place, date, and time. As a rule, the date is scheduled no earlier than 14 calendar days after the notification that the project has won is posted in the personal account, so that the winner has time to arrange the trip.

For a non-profit organization, the agreement may be concluded with the personal participation of an authorized representative in Russia or by another method agreed in advance with the Fund.

Upon a reasoned request, the Fund may set another arrival date – earlier or later than the initially determined date – but within the period established for concluding the agreement.

In exceptional cases, if there are objective obstacles to the winner’s personal arrival in Russia, the Fund may determine another method for concluding the agreement.

Such a decision is made by the Fund on an individual basis and is not automatic.

Can the cost of a trip to Russia to conclude the agreement be reimbursed?

Yes.

Expenses of an individual or an authorized representative of a non-profit organization directly related to such a trip may be included in the expenses of the supported project and reimbursed from grant funds after the agreement is concluded.

This may also apply to expenses incurred before the agreement is concluded and before the project start date.

The maximum amount of such expenses must be agreed with the Fund in advance. Actual expenses that are properly documented will be reimbursed within the agreed amount.

Travel is paid at the economy-class fare or the lowest available fare if service classes are not available.
